Sheers are made out of lightweight material that diffues the harsh sunlight during the day time and provides for privacy (to a limited extent) in the evenings. Sheers are typically used in combination with a drapery and when used this way are between the window and the window treatment. This layering allows for the combination to be used in various ways. Some fabrics are 108" wide and they can be railroaded (turned on their side) so that when sewn they will have no seams. These can be used for large windows. Sheers are best used when they are generous (meaning with a lot of fullness) - double or more width of fabric.
